Yves saint laurent, touche eclat??

I have really bad under eye circles.I have about 100 concelars from CVS and not one of them works that good.My dark circrles are hereditary,but I head that yves saint laurent, touche eclat is good at covering them up,but then I heard its not a concealer.I dont want to waste 40$ on it and not have it help.So if its not a concealer than how does it work?
